Too_little,too_late?

...has been both my wife's and my reaction to the Japanese response to the Haitian earthquake disaster. Many countries have people already 'on the ground'saving lives (as well as the many aid agancies). After some 'dithering'Japan has finally sent help. Maybe I am 'missing something',but I don't understand why the Japanese aren't alreay there? After 2 photos of my local football team in England,today's photo has a very special place in my heart...
